Management Districts (BIDs)
P.U.M.A. has assisted in the creation, expansion and renewal of
more than two dozen BIDs with combined annual operating revenue
of more than $20 million.
Cleveland, Ohio
"Business Plan for the Downtown Cleveland Special
Improvement District" (Spring, 2005);
P.U.M.A. was the lead consultant to assist downtown Cleveland
property owners, businesses and civic leaders create a business plan
for a downtown-wide special improvement district (SID). The
process to form the plan included extensive community outreach,
including surveys, roundtable discussions and one-on-one
meetings. The resulting SID will raise more than $16 million
over five years to finance enhanced safety, maintenance and
marketing services. The SID will also create a unified voice
for the central business district, coalescing five different
district downtown neighborhoods and several organizations.
Following a property owner petition drive, the SID was created by
the Cleveland City Council in late summer of 2005.

Grand Junction, Colorado
"Downtown Business Improvement District" (November, 2005);
P.U.M.A. facilitated a participatory process to develop an operating
plan and help guide the legal process to form a business improvement
district (BID) in downtown Grand Junction. Activities included
community outreach, plan development and communications with city
officials. The BID, which will raise $150,000 annually to
support marketing and special events, was initiated by property
owner petitions and then approved through a district election.

Long Beach, California
"PBID Renewal and Expansion" (2003);
P.U.M.A. assisted the Downtown Long Beach Associates in renewing
its existing downtown PBID. Tasks included property owner
outreach, management plan development, revisions to the existing
assessment methodology, boundary expansion and preparation of renewal
information materials.

Sacramento, California
"Downtown Sacramento Management District" (1995) "and
Renewals" (2000 and 2004);
P.U.M.A. directed process facilitation and plan preparation for
the State of California's first property-based business improvement
district. The $1.2 million consolidated four marketing organizations
and six special service districts. P.U.M.A. was retained to guide
the process for renewals of the district in 2000 and 2004.

Lakewood, Colorado
"Alameda Gateway BID" (2003);
P.U.M.A. assisted the Alameda Gateway Community Association
and the City of Lakewood in creating a BID along the Alameda corridor
in the vicinity of the Bel Mar and Lakewood Town Center development.
The process included community outreach, plan development, database
verification and logistical support for the petition drive.

"Grand Center CID Operating Plan and Budget"
(March 2002);
Research, group facilitation and plan development for a community
improvement district serving the Grand Center area of St. Louis.
The CID will raise more than $425,000 annually to finance enhanced
safety, maintenance and cosmetic capital improvements. Grand
Center includes a high concentration of non-profit organizations,
including St. Louis University, the St. Louis Symphony and the historic
Fox Theater.

"Business Plan for the Downtown Albuquerque BID"
(February 2000);
Research, community outreach and plan development to create a downtown
BID with an annual budget to $650,000. Petition support to
form the BID was received from 60% of downtown property owners during
a six-week campaign.

"Downtown Boulder Business Improvement District" (1999);
Research, community outreach and plan development to create a $600,000
business improvement district providing maintenance and marketing
services in downtown Boulder.

Seattle, Washington
"Business Improvement District Consolidation, Expansion and
Renewal" (1996 to 1998; 2002 to present);
General consultation to assist the Downtown Seattle Association
prepare for the consolidation and expansion of a $3.1 million business
improvement district. Tasks included facilitation of focus groups
and workshops to obtain property and business owner input, development
of service plan and assessment methodology options, and strategic
planning for a property owner petition drive. The petition
drive initiating the new district was completed in the spring of
1999. P.U.M.A. has been subsequently retained to assist with
the 2004 renewal of the district.

Atlanta, Georgia
"Buckhead Community Improvement District" (1998);
P.U.M.A developed a business plan to form a CID with an annual budget
of $1.8 million to finance a variety of roadway, pedestrian and
transportation improvements in Atlanta's Buckhead business district.
The plan is based upon priorities identified from a stakeholder
consensus process that included focus groups, surveys and one-on-one
meetings.
